OUR DEVELOPMENT

We have acquired an interest in Land east of Pengilly Way, Hartland, as shown in red in the plan below. This site already benefits from outline planning permission for up to 50 new homes, which means that the principle of development on the land has been established.  

We will shortly be submitting what is known as a ‘reserved matters’ planning application to Torridge District Council (TDC) for 50 new homes on the site. A reserved matters application considers the scale, appearance, landscaping and layout of the proposals.

Before we submit our application, we want to share our detailed plans with the community. We held a public exhibition on 8th December 2025, at which we displayed information on the planning context, our proposals, access and drainage, landscape and ecology, architecture and materials as well as community benefits and background on Baker Estates.

We will shortly submit our planning application to TDC. The Council will then review our application, conduct its own statutory consultation and make a decision on the proposals later this year.

OUR PROPOSALS

We are proposing 50 new homes, carefully designed to reflect local character and meet community needs, along with associated open space, landscaping and drainage systems.

  • 44 homes for open market sale, which in addition to traditional two-storey homes are proposed to include a number of bungalows and chalet bungalows – property types that are in high demand locally but are currently underprovided.

  • 4 affordable homes, helping local people access high quality housing.

  • 2 custom build plots providing an opportunity for local people to design and build their own homes to meet their needs.

  • Vehicle access from Pengilly Way (already approved as part of the outline planning permission).

  • Provision of a safe and convenient pedestrian and cycle link within the site between Pengilly Way and Harton Cross.

  • Vehicular access will be off Harepath Road only, via an access in the same location as that previously approved for the football pitch. 

  • Parking provision that meets Torridge District Council’s standards, including generously sized garages to support sufficient on-plot parking.

  • Areas of public open space, including areas for play and amenity and a community orchard, well integrated within the development

  • A carefully designed surface water drainage strategy will be developed. We have to demonstrate to the satisfaction of Devon County Council (Lead Local Flood Authority) that surface water run off rates from the site will be no higher once it is developed than they are now..

  • Homes will be constructed using a carefully selected palette of high-quality materials chosen for their durability, visual interest and low maintenance.
